When Cordelia asks Skip in 3.11 Birthday if The Powers That Be can turn back the time, Skip tells her they don’t go for that much. The one time we know they did turn back time, was in in 1.08 I Will Remember You.

Was that the Powers or the Oracles doing?

I thought the Oracles were a line for Angel to communicate with the PTB, just as Skip is in Birthday.
But maybe the Oracles turned back the time themselves, now I’m doubting it too. Sorry! :P

I’m not sure either. I thought the Oracles were the PTB’s mouthpiece too.

Oh, I agree that they speak for the Powers. However, I wasn’t sure whether or not the decision was based on them Powers. The female and male Oracles didn’t see eye to eye and it seemed to be a decision between the two of them if it should be done. So was it their disagreement or the Powers disagreement, but the words came out of their mouths? Do the Oracles have powers or are their sole purpose speaking for the PTB?

I always thought that it was The Oracles that were responsible for turning back time.
From this piece of dialogue, I would take it that it was the Oracle’s decision to swallow the day as Angel proved that he was a hero who was willing to deny himself Buffy for the greater good.
