The scene in 5.02 Real Me where Willow and Tara are talking about Tara being an outsider was added later because the episode was too short and it was felt that something was missing.

after ‘Family’ she became a member of the scooby gang…
but before that she really was an outsider and I did understand why she felt sorry for Dawn…
