When Buffy tells Angel about whether she could have saved her mother if she’d been there at the time, she says:
“They said ‘probably’ wouldn’t have made a difference. The exact thing they said was ‘probably’.”
The doctor’s exact words were actually:
“It’s doubtful that this could have been dealt with in time.”
The paramedic just said:
“There’s nothing you could have done.”

In her state of mind–and being of the superhero save-the-world type and able to do extraordinary things–there is likely a difference between what the doctor says, and what she heard and wanted to believe. It’s about the guilt.
