The Order of Taraka are assassins, or bounty hunters. Giles says about them:
“Unlike vampires, they have no earthly desires except to collect their bounty. They find their target and eliminate it. You can kill as many of them as you like. It won’t make a difference - where there is one, there will be another. And another. They won’t stop coming until the job is done. Each of them works alone. His own way. Some of them are human. Some are not. We don’t know who they are…until they strike.”
Members of the Order wear a ring which identifies them. Spike sends the Order after Buffy to get her out of the way in 2.09 What’s My Line? (Part One) The Order included Octarus, Patrice and the Bugman, who pretended to be Norman Pfister.

Hey! I think Marti Noxon and Howard Fordan got the name “Taraka” fron Roger Zelazny’s “Lord of Light.” Taraka was the supreme demon being in the novel.

If The bounty hunters were there to kill Buffy, why did Bug Man kill that neighbor of Buffys?

So he could gain access to the house to spy on Buffy. They seem pretty indiscriminate about who they kill!
