In the episode 5.15 A Hole In The World we see a flashback to when Fred was leaving home to move to L.A. During a conversation, Fred and her father say the following:
Fred: “It’s Los Angeles, the 1.01 City of, remember?”
Roger: “And if you meet one angel there, I’ll eat the dogs. A bunch of junkies and spoiled movie actors, that’s who you’re gonna meet.”
You could say the Fred did meet an angel. She was rescued by Angel from Pylea and ended up working with him.
