Marti Noxon, who wrote and directed the episode 5.10 Into The Woods, in which Riley leaves Buffy, said about Riley’s departure:
“Sunnydale romance just rarely goes well. Buffy with a boyfriend is not as interesting as Buffy in some kind of romantic strife. Riley, by his nature, was such a good and constant character that we were at risk of things getting a little dull.”

I have to agree. I didn’t like the character of Riley from the get go. He was, quite frankly, very dull.

Honestly, I think that he was great for a while. He represented something very real, but it had to be for the short term. Also, his story with Buffy may have gotten a tad dull (which, it did), but he was interesting by on his own. It just would have been nice to see that more during his time on the series.
