Both Giles and Buffy agree in 3.03 Faith, Hope And Trick that leprechauns don’t exist:
Buffy: “Giles, there are two things that I don’t believe in: coincidence and leprechauns.”
Giles: “Well, Buffy, it’s entirely possible that they both arrived here by chance simultaneously.”
Buffy: “Okay, but I was right about the leprechauns, right?”
Giles: “As far as I know, yes.”
This is also confirmed in the Angel episode 5.03 Unleashed with the following dialogue:
Gunn: “What, no leprechaun souffle?”
Crane: “There’s no such thing as leprechauns.”
In 3.18 Double Or Nothing, Gunn interviews an elderly demon couple:
Gunn: “So, Skenches. I’ve heard about them. Sort of impish kind of demon - like a leprechaun.”
Syd: “Leprechauns don’t exist, son.”
Monica: “Now, Syd, don’t embarrass the lad.”

This is also confirmed on two Angel episodes - the episode in which we learn about Gunn’s gambling debt (I believe it’s called Double or Nothing’) - a pair of married demons state that there are no such things as leprechauns. In the final season, when they introduce the werewolf female, the dinner club ring leader also states this as a fact.
