Hostile Sub-Terrestrials (or HSTs as Buffy accurately guesses in 4.11 Doomed) was the Initiative code name for vampires and demons. In 4.11 Doomed, Riley says that the Vahrall demon is “not a capture, it’s a kill,” meaning that the Initiative don’t capture all their specimens alive for experimenting.

well its a shame he didn’t inform her about the sevalti demon in ‘as you were’ actualy no its not a shame, i like to see the dissapointment on Riley and Sam’s face when she killed it!! Priceless
