Tara always believed that she was part demon, due to some handy women-repression by the male members of her family. She purposefully messed up a demon-finding spell with Willow in 4.14 Goodbye Iowa, as she was ashamed of what she thought she was. Tara discovered in 5.06 Family that her father had been lying to her, and she was just a normal human girl.

That was why she didn’t do that spell… I thought that she maybe didn’t trust Willow or something… I could never figure that out. Could Joss have already planned that Tara would be a demon from that early a date?

He planned very, very far ahead ! Just look at the many allusions to Dawn’s coming, Buffy’s death or Willow’s evolution… It’s part of what makes the series so wonderful.
