Spike discovers, much to his delight, in 4.11 Doomed that he can still be violent as he can hurt demons without the chip wrecking his head:

“Come on! Vampires! Grrr! Nasty! Let’s annihilate them. For justice and for the safety of puppies and Christmas, right? Let’s fight that evil! Let’s kill something!”

This doesn’t explain why Riley said in 4.07 The Initiative:

“The implant works. Hostile 17 can’t harm any living creature in any way without intense neurological pain.”

    Vampire’s aren’t living creatures.
    Demons aren’t much on the living end of the spectrum either.
    It makes sense that the chip wouldn’t cause pain, since the *final plan* seems to require that demons and vamps be able to hurt each other.

    I think this is one of the funniest Spike’s moment! Here the whole quote :

    Spike : “What’s this? Sitting around watching the telly while there’s evil still afoot. That’s not very industrious of you. I say we go out there and kick a little demon ass! What, can’t go without your Buffy, is that it? Too chicken? Let’s find her! She is the Chosen One after all. Come on! Vampires! Grrr! Nasty! Let’s annihilate them. For justice… and for… the safety of puppies… and Christmas, right? Let’s fight that evil! Let’s kill something! Oh, come on!”
