This term derives from ‘Defense Condition’ which has a rating level of 5 - DefCon Five is peace time and DefCon One is all out war.
In 6.02 Bargaining (Part Two), Xander says:
“This place is NORAD, and we’re at DefCon One.”
In 3.10 Dad, Lilah says:
“The boys upstairs are at DefCon like - a thousand.”
NORAD (North American Aerospace Defense Command) protects the airspace of the US and Canada.
