In 3.17 Enemies we see that Oz has dyed his hair blonde since the previous episode (3.16 Doppelgangland). This is possibly something to do with the fact that Seth Green had just finished filming Austin Powers - The Spy Who Shagged Me, in which he played a blonde Scott Evil.

Oz’s hair changes color many times during his days at Sunnydale. Early on, when Willow is getting to know him, she comments on a color change: “Your hair is brown!” and he says, “Sometimes”–very blase about it. I like the fact that the characters generally don’t dwell on changes in hair color and style. It’d get tedious, fast.

I think that Willow once says that “he’s got his ‘cool’ hair today”. So apparently Oz’s hair colour is supposed to reflect his current mood (do you think it’s a werewolf thing ?)
