I wondered that myself. Then I figured that since that was a trap for Buffy, the First was probably controlling the Vamps, i.e. when they would rise.

Yeah but there is so many descrepancies with a vampires rising. some rise in their coffins in the funeral home. (phases) some rise in the morgue (the body) there are more i just can’t think of them
